한국외대 미디어외교센터를 방문해 주셔서 감사합니다.
우리 센터는 2019년 9월 한국연구재단 (NRF)의 인문사회중점연구소로 선정된 한국외대 미디어커뮤니케이션 연구소 부설로 설립되었습니다.
국내 최초로 미디어를 중심으로 한 외교 현상을 체계적으로 분석하고 관련 연구와 대안 마련을 수행하기 위해 만들어진 정책연구소입니다.
정부 주도로 외국 정부와의 공식적 교섭에 의해 국가 이익을 도모하는 전통적 외교와 달리 미디어 외교는 해외 미디어를 포함하여 외국 시민들과의 미디어를 매개로 한 소통을 통해 국가의 이익을 실현하고자 하는 공공외교입니다.
아직은 그 개념조차 낯섭니다. 하지만 우리 센터의 연구원들은 외교라는 전통적인 국제 정치 분야를 미디어커뮤니케이션의 영역으로 확장하되 미디어커뮤니케이션학을 토대로 한 독립적인 연구와 실천 영역을 구축하고자 하는 열망을 가지고 있습니다.
이를 위해 우리 연구소는 데이터 기술(Data Technology)기반 미디어 외교 (Media Diplomacy) 분석 시스템을 구축중에 있습니다.
시스템의 구축이 완료되는 2021년, 여러분은 한국의 정치, 경제, 사회, 문화적 이해에 직간접적인 영향을 주게 될 해외의 여론 동향에 대한 방대한 데이터와 그 데이터를 분석한 분석 결과를 접하게 될 것입니다.
우리나라에 대해 다른 나라 미디어와 공중들이 어떠한 이슈에 대해 어떤 여론을 형성하고 있는지를 실시간으로 알 수 있게 될 것입니다.
미디어 외교가 아직 연구와 정책의 독립적 분야로 정착되어 있지 못한 우리나라의 상황에서 이러한 계획이 과연 실현될 수 있을지는 미지수입니다.
하지만 우리 센터는 그 첫발의 무게와 책임감을 아직 생생히 느끼고 있으며 미디어 외교의 중추적인 연구기관으로 자리 잡을 열망을 실현할 것입니다.

Welcome to the Center on Media Diplomacy at Hankuk University of Foreign Studies.
H.CMD (HUFS Center on Media Diplomacy) was established in 2019 as a subsidiary of the Media Communication Research Institute, with the support of the National Research Foundation of Korea’s Humanities and Social Intensive Research Institute grant.
H.CMD is the first policy research center in Korea dedicated to understanding communication processes and media technologies in diplomatic practices. Students and faculty at the Center systematically monitor, analyze, and generate research and practical measures to address mediated forms of diplomacy.
Unlike traditional state-led diplomacy that promotes national interest through formal negotiation with foreign governments, media diplomacy is a form of public diplomacy that seeks to realize national interests via mediated channels such as foreign news platforms that engage foreign publics. This concept is yet to have gained widespread currency. As such, our Center is committed to expanding the field of diplomacy from international politics to the realm of media communication, while developing an independent field of research and practice that is grounded in media communication studies.
To this end, we are in the process of building a data technology-based media diplomacy analysis system. By 2021, we will present you with real time data visualizing global public opinion trends on Korea's political, economic, social and cultural affairs and the outcome of our analysis of this data. You will be able to understand which issues relating to Korea are being discussed by the foreign media and publics and the public opinion surrounding those issues.
With media diplomacy yet to be established as an independent field of research and policy in Korea, there are many challenges accompanying our plan. However, the Center feels the weight of the responsibility as we take our first step forward. We are determined to become a Center at the backbone of media diplomacy policy research.
